Joanne Brooks, Esq. is Founder and CEO of JSSB Consulting LLC, a boutique-consulting firm with national reach and reputation for transformational programming for contractor development. Joanne served as Vice President and Counsel of The Surety & Fidelity Association of America (SFAA) for five years, during which time the Maryland Washington Minority Companies Association named her Best Surety Executive for Minority Business.
Joanne is passionate about educating anyone who will listen about the transformational power of the surety underwriting process and declares with great confidence that bonding, used appropriately, is an empowerment tool. Joanne has traveled around the United States promoting the importance of building sustainable businesses and how to use bonding to grow strong businesses and produce legacy wealth. Joanne is a much sought after speaker, who has participated on numerous panels, including the Congressional Black Caucus Transportation Brain Trust, sponsored by Congressman Elijah Cummings, in conjunction with the Conference of Minority Transportation Officials (COMTO). She is an advocate for surety bonding and can be found testifying in front of legislators, including most recently Congressman Payne, Jr. and Congresswoman Velasquez, explaining the value of bonding and the protective rationale for its existence. Joanne also advocates for fair contract terms for all contractors and has successfully educated owners to allow for more access to opportunity and increased competition for disadvantaged, small, minority, women, veteran, and other diverse firms. Joanne serves on the Board for the National Forum for Diversity in Construction, the Diversity and Inclusion Committee for the Association for the Improvement of American Infrastructure, and a member of the Airport Minority Advisory Council. She has authored many articles, papers, and most recently is featured in the book, Inside the Infrastructure Revolution: A Roadmap for Rebuilding America, by Mary Scott Naber.
