Bernie Williams is an accomplished public sector executive with more than three decades of government experience and a strong record of leadership in aviation, public policy, and strategic engagement. She currently serves as Chief Strategy Officer and Acting Deputy Commissioner for the Chicago Department of Aviation (CDA), where she provides strategic leadership that advances the agency’s mission and supports the continued success of O’Hare and Midway International Airports.
In this role, Bernie leads the Office of Strategic Affairs & Engagement (OSAE), a portfolio established to strengthen enterprise alignment and organizational effectiveness across the Department. She oversees Intergovernmental Affairs, Workforce Development & Outreach, Accountability & Transparency, and Training & Development, while also coordinating strategic initiatives and supporting the management of the Commissioner’s Executive Suite. Through this work, she helps ensure cohesive strategy, operational integration, and strong collaboration across departments and external partners.
Bernie is widely recognized for her expertise in strategic planning, executive coordination, and government relations. She works closely with the Chicago City Council, the Mayor’s Office, federal partners, industry stakeholders, and community organizations to advance legislative priorities and aviation initiatives that strengthen Chicago’s position as a global aviation hub. Her leadership helps guide key policy discussions and initiatives that support the growth, modernization, and long-term competitiveness of Chicago’s airports.
In addition to her executive leadership responsibilities, Bernie is actively involved in workforce development and aviation education. She serves as an instructor for the Aviation Career Pathways Program, helping to introduce students to careers in the aviation industry and mentoring the next generation of aviation professionals. She is also committed to mentoring women in leadership and aviation careers, sharing her experience and guidance to help expand opportunities and representation within the industry.
In addition to her distinguished public service career, Bernie is also an entrepreneur with experience in business development and hospitality. Earlier in her career, she served as an executive with the Chicago Department of Business Affairs and Consumer Protection, where she supported the growth and development of small businesses and helped expand economic opportunities across Chicago’s diverse communities. Her combined public- and private-sector experience reflects her commitment to economic empowerment, innovation, and the advancement of women- and minority-owned businesses.
