Leticia Caviness

Leticia Caviness serves the Head of Airport Business Engagement at Hartsfield-Jackson Atlanta International Airport, where she leads airport-wide initiatives to expand small business engagement and drive economic growth. Ms. Caviness has over 15 years of experience with expertise in transportation, public finance, administration, operations, human resources, procurement, and contract management.

Previously, she served as Chief of Staff for the Office of Diversity, Equity & Inclusion (ODEI) at the Port Authority of NY & NJ (PANYNJ is a bi-state, multi-modal transportation agency), advancing strategic priorities in partnership with senior executives across a $9.3B bi-state transportation agency. She managed the day-to-day operations of the department and deliberate agency initiatives focused on business diversity (via certification, compliance and capacity building programs), workforce diversity & inclusion programs, and Civil Rights compliance. Earlier roles included serving as Deputy Chief of Staff for ODEI, Senior Financial Analyst in the Treasury Department, where she supported a $37B capital plan through debt service operations, financial modeling, and compliance oversight. She held various roles with increasing responsibilities across the Management & Budget Department, the PATH/Rail Department, the Tunnels, Bridges & Terminals Department, and the Aviation Department at the PANYNJ.

She has served on various civic engagement organizations boards including the Airport Minority Advisory Council, Womens’ Transportation Seminar, Conference of Minority Transportation Officials, America Needs You, and the Port Authority Hispanic Society.  

She holds a Master of Science in Public Policy and Management from Carnegie Mellon University and a Bachelor of Arts in Urban Studies from the University of California, Berkeley. She is married to Solomon Caviness and adores her two daughters, Zuly and Zoey.
