Monica Quen is a seasoned procurement professional with over 20 years of experience in public service. She began her career in 2000 with the State of Maryland as a secretary at the department of health and mental hygiene. Her dedication and hard work quickly earned her promotions; she advanced to the department of Juvenile Services as an administrative assistant and then to the role of executive assistant to the deputy secretary of operations.

In May 2015, Monica embarked on her procurement journey, embracing the opportunity to expand her expertise. Over the next five years, she serviced as Procurement officer I while also pursuing her education. In December 2020, she proudly earned her associates degree from Anne Arundel Community College.

Monica’s career continued to flourish when she was promoted to Procurement Officer II at the Maryland Department of Transportation (MDOT) in February of 2020. In 2023, she achieved the prestigious role of Procurement Manger, having recently completed her bachelor’s degree in business administration. Currently, she obtained her master’s degree in Acquisition and Contract Management, further enhancing her professional qualifications. In addition, she is currently, Acting Deputy Director of Procurement at the Maryland Aviation Administration.

A passionate advocate for procurement, Monica is dedicated to training staff and fostering a collaborative team environment. Outside of her professional pursuits, she enjoys traveling, exploring new cultures, and creating unforgettable experiences.
