Terrence Carter is a Business & Economic Development Leader in the East Tennessee Region. With over 35 years of experience in business diversity, economic development, and public administration, Terrence is a results-driven leader with a distinguished career spanning government, quasi-government, nonprofit sector and private sector. His expertise lies in program development, strategic planning, and inclusive economic growth through diversity initiatives, workforce development, and community revitalization.
Mr. Carter joined the Metropolitan Knoxville Airport Authority in May 2024. He oversees the Disadvantaged Business Enterprise (DBE), Airport Concessions DBE programs, and Small Business Development Initiatives, ensuring compliance with federal regulations while expanding opportunities for minority- and women-owned businesses. He develops partnerships to promote economic inclusion in McGhee Tyson Airport concessions and construction projects.
