Tracy A, Davis, Esq is a Partner at Kaplan Kirsch LLP in Denver, where she represents airports in regulatory and transactional matters, and airports and other public entities in major infrastructure and other capital projects. She advises airports in a wide variety of lease and other property agreements, compliance with federal Title VI and Grant Assurance requirements, and all phases of capital projects using traditional and alternative delivery methods, such as design-build, construction-manager-at-risk, and public private partnerships. As part of this work, Tracy regularly advises airports regarding compliance with the DBE and ACDBE programs, litigation challenging those and similar programs, and the impact of the 2025 Executive Orders including court cases related to those orders. Before joining Kaplan Kirsch in 2024, Tracy was an attorney with the City and County of Denver and Assistant General Counsel of Denver International Airport, advising the City in all facets of the Airport’s operation and development, including compliance with the DBE and ACDBE programs and the City’s Minority and Women-Owned Business ordinance. Before the City, Tracy was in private practice where she practiced in real estate, land use, and construction law.
